Tina A. Thomas

Ms. Thomas received her bachelor's degree from Stephens College in Columbia, Missouri, in 1975, and her juris doctor degree from the University of San Diego in San Diego in 1979.

Ms. Thomas began her legal career as a student intern with the Environmental Unit of the California Attorney General's office. Ms. Thomas and Norman Hill of the Department of Water Resources co-authored chapters on the California Environmental Quality Act, the National Environmental Policy Act and other environmental controls for publication in Longtin's California Land Use by James Longtin. Mr. Remy and Ms. Thomas also co-authored a textbook entitled "Environmental Law: A Compilation of Cases."

Ms. Thomas formerly served on the faculties of California State University, Sacramento, and the Consortium of California State Universities and Colleges, where she taught undergraduate and graduate level courses in environmental law, water law, planning, environmental impact reporting, environmental ethics, and contemporary issues. Ms. Thomas began teaching in 1979, and was appointed assistant professor before choosing to devote full time to the practice. She has also taught courses on CEQA for the Association of Environmental Professionals, appearing throughout the State; the course was intended for attorneys, professional planners, and other interested persons.
