Ms. Crocker joined the firm in 2001 and became a partner in December 2006. She is currently of-counsel to the firm. Her practice includes environmental law and land use and natural resource litigation, including compliance with state and federal statutes such as the California Environmental Quality Act (CEQA), State Planning and Zoning Law, Subdivision Map Act, Williamson Act, California Endangered Species Act, LAFCo Act, Development Agreement Law, the National Environmental Policy Act (NEPA) and the Federal Endangered Species Act.

Ms. Crocker focuses primarily on representing project applicants in all phases of land use entitlement and permitting, from Environmental Impact report (EIR) preparation through administrative approvals and litigation. Her practice encompasses permitting and environmental review for large-scale master-planned communities, hospitals and medical campuses, industrial facilities, hotels and office buildings, retail development and residential subdivisions. Ms. Crocker concentrates much of her practice on infill and mixed-use development and serves as counsel for several cutting-edge projects implementing smart growth principles. Ms. Crocker is currently expanding her practice to include environmental review and entitlements for transit priority projects consistent with Senate Bill 375.

Ms. Crocker represents clients throughout California. Locally, she has an established working relationship with the Cities of Sacramento and West Sacramento, as well as other local and regional agencies with review and approval authority over development proposals.

Representative Matters

  • Sutter Hospital, Elk Grove, California (2009). Represented project applicant in obtaining EIR certification and land use entitlements for a 40-acre medical campus including a hospital, surgery center and medical offices.
  • Villages of Laguna San Luis, Merced, California (2008). Represented project applicant in obtaining entitlements and EIR certification for a 6,000-acre Urban Development Plan for development of commercial and medical uses, public facilities, schools and approximately 16,000 residential units.
  • Township 9, Sacramento, California (2007). Represented project applicant in obtaining land use entitlements and EIR certification for a 65-acre master planned, transit-oriented, mixed-use development.
  • Raley’s Landing, West Sacramento, California (2006). Represented project applicants in obtaining project approvals, EIR certification, and development agreements for an 18-acre mixed-use development, including the 19-story, 400,000 square foot CalSTRS Headquarters office tower.
  • Westlake Farms, Kings County, California (2005). Represented Kings County in its approval of a conditional use permit and certification of an EIR for a bio-solids composting facility located on a 40,000-acre site. Successfully defended County in CEQA lawsuit challenging project approval.
  • Paradise Rod and Gun Club, Butte County, California (2004). Represented Butte County in its approval of a use permit and Mitigated Negative Declaration for a 40-acre recreational firing range. Successfully defended County in CEQA lawsuit challenging project approval, and prevailed on appeal to the Third Appellate District.

Pro Bono Matters

  • Loaves and Fishes, Sacramento, California. Provides counsel on matters relating to land use planning and permitting for homeless shelter and related facilities.
  • Avondale Glen Elder Neighborhood Association, Sacramento, California. Provides counsel on matters relating to environmental review for a proposed natural gas storage project.

Ms. Crocker received her law degree from the University of San Francisco School of Law in 2001. While in law school, she represented Human Rights Advocates at the 57th Session of the United Nations Commission on Human Rights in Geneva, Switzerland. Prior to joining Remy, Thomas, Moose and Manley, Ms. Crocker worked as a leasing analyst for a national retail development corporation and as a law clerk for a Bay Area real estate litigation firm. Ms. Crocker received her undergraduate degree in 1993 from the University of California at Santa Cruz, majoring in political science.
