Ms. Harris joined the firm in 2006 and is an associate in the firm. Her practice focuses on land use and environmental law. Ms. Harris handles all phases of the land use entitlement and permitting processes, including administrative approvals and litigation. Ms. Harris’s practice covers the California Environmental Quality Act (CEQA), the State Planning and Zoning Law, the Subdivision Map Act, the Williamson Act, the California Endangered Species Act, the National Environmental Policy Act (NEPA), the federal Endangered Species Act, and the federal Clean Water Act provisions associated with wetlands permitting. Mrs. Harris also assists clients in navigating state and local efforts to reduce greenhouse gas emissions and combat global climate change, including compliance with emerging environmental laws and regulations, as well as litigation.
Ms. Harris participated in the California Third District Court of Appeal published decision California Native Plant Society v. El Dorado County (2009) 170 Cal. App. 4th 1026. More recently, Ms. Harris assisted in the successful defense and prosecution of a cross-appeal in the published, precedent-setting California Second District Court of Appeal decision Planning and Conservation League et al. v. Castaic Lake Water Agency et al. (Dec. 17, 2009) __Cal.App.4th__. Ms. Harris is currently active in several law suits brought under CEQA.
Representative matters include:
- Represented the Placer Vineyards Property Owners Group in defense of the Placer Vineyards Specific Plan, a mixed-use master planned community with residential, employment, commercial, open space, recreational and public/quasi-public land uses. In 2009, Ms. Harris assisted in the successful defense of the EIR prepared for the Specific Plan against three lawsuits challenging the County of Placer’s compliance with CEQA.
- Represented the City of Livermore in defense of the El Charro Specific Plan for El Charro Specific Plan, a 250-acre retail, commercial and office land use plan along I-580. In 2007-2008, Ms. Harris assisted in the successful defense of the City against two lawsuits challenging the City’s compliance with CEQA, the State Planning and Zoning Law, and the California Public Records Act.
- Advised the County of Solano during its environmental review process for its 2008 General Plan Update. The County’s EIR and approval of its General Plan Update did not draw litigation in spite of vocal opposition during the administrative process.
- Represented Vestar Development Company in successfully obtaining entitlements for the Weston Ranch Towne Center project, a regional shopping center in the City of Stockton. The project was not challenged under CEQA.
- Currently assisting the Department of Water Resources in its CEQA review of proposed Bay Delta Conservation Plan.
Ms. Harris sits on the Legal Services of Northern California’s Annual Valentine’s Day Fun Run Committee and is an active volunteer judge for the Center for Youth Citizenship mock trial competition for local high schools. Ms. Harris is also a steering committee member of the Sacramento chapter of the American Constitution Society.
Ms. Harris graduated from the University of California, Davis in 2002 with B.A. in Philosophy and a minor in Environmental Policy Analysis. She obtained her J.D. from the University of California, Davis, School of Law in 2006, where she was the Managing Editor of the U.C. Davis Journal of Juvenile Law and Policy, a chair member of the Moot Court Board, and recipient of the Witkin Award for Academic Excellence in Civil Rights Law.
