Ms. Berlin joined the firm in 2006 and is an associate. Ms. Berlin’s practice focuses on land use and environmental law, handling all phases of the land use entitlement and permitting processes, including administrative approvals and litigation. Ms. Berlin’s practice includes the California Environmental Quality Act (CEQA), the State Planning and Zoning Law, the Subdivision Map Act, the Williamson Act, the California Endangered Species Act, the National Environmental Policy Act (NEPA), the federal Endangered Species Act, the federal Clean Water Act provisions associated with wetlands permitting and the Integrated Waste Management Act.

Representative matters include:

  • Represented the City of St. Helena in successfully defending against a challenge to the City’s approval of the 2006 version of its Comprehensive Flood Protection Project.
  • Represented ASB Properties in successfully obtaining entitlements for the Yarbrough project, a residential and mixed-use development in the City of West Sacramento. The project was not challenged under CEQA.
  • Represented the County of Merced in the in the review and approval of the Castle Air Force Base Redevelopment Plan under CEQA.
  • Represented the City of Suisun City in the review and approval of a 20.8-acre retail and commercial project. In 2008, Ms. Berlin assisted in the successful defense of the City against a lawsuit challenging the City’s compliance with CEQA and project’s consistency with the airport land use plan.
  • Representing Waste Management, Inc. in the review and approval of various site expansion projects throughout California under CEQA, the Integrated Waste Management Act and the Tanner Act.
  • Currently assisting the California Prison Health Care Receivership Corporation in its CEQA review of proposed prison medical health care facilities throughout the state of California.

Ms. Berlin is an active supporter of the Center for Youth Citizenship, volunteering as an attorney coach for its LawWorks’ Youth Court program, a court service program providing students with the opportunity to participate in required court functions, including serving as District Attorneys, Public Defenders, jurors, bailiffs, court clerks, and case managers.

Prior to joining Remy, Thomas, Moose and Manley, LLP, Ms. Berlin was an associate attorney with Mayall, Hurley, Knutsen, Smith and Green in Stockton, California where her practice focused on public entity, insurance, environmental and employment litigation matters.

Ms. Berlin obtained her law degree from Santa Clara University in 2003, where she served two years as a board member of the Environmental Law Society and participated in the Pace National Environmental Moot Court Competition. During law school, Ms. Berlin also clerked for the U.S. Attorney’s Office, Environment and Natural Resources Unit, in San Francisco. Ms. Berlin received her undergraduate degree in environmental engineering from Cal Poly, San Luis Obispo in 2000 and was certified as an Engineer-In-Training by the California Board for Professional Engineers and Land Surveyors in 1999.
